How are ACG coupons negotiated?

I was curious as to how the coupons in the ACG are negotiated with the casinos/hotels. Do the casinos/hotels pay ACG a fee to print the coupons or vice versa? Or does it work more like a barter system where ACG gets the benefit of printing the coupon and in return the casinos/hotels gets the benefit of attracting potential customers?

There is no charge to the casinos for putting a coupon in the book.
