Land-based casinos in Louisiana?

Is is true that Louisiana casinos which are not on the water are Indian owned casinos? Please elaborate.

All land-based casinos in Louisiana are Indian, except for Harrah's in New Orleans.

There are also four racinos that offer gaming machines, but no table games.
