I gamble frequently at Tri State in Cross Lanes, W. Va. I had an employee tell me the other day that sometimes the casino does not meet their monthly payback percentages on their slot machines and when that happens they are fined and just pay the difference every month. I have never heard of such a thing, but of course not many states run their own casinos either. Do you think this has any merit?

I wouldn't think that would be possible. The West Virginia Lottery is partnered with the track and I don't see how the WV Lottery could be violating its own standard of a minimum 80% payback on the machines.
Also, the W.V. Lottery publishes on their web site each week the payback percentages for the machines at each track. Below is the latest report for the week of August 2, 2008.
Unfortunately, it lost a lot of the formatting characteristics when I pasted the information in. However, it shows that the machines at Tri-State returned 90.32% during that week and 90.41% overall since January 1, 2008.
